Waste from work carried out by a tradesperson is that tradesperson's legal responsibility to dispose of, and it is not household waste, so it cannot go to Redfield Road as if it were. A contractor who leaves the old fence in the yard of a let property has left it with you, and in a terraced street there is nowhere for it to go.
