If the adjoining property is still council-owned and the deeds put that boundary with them, it is a repair request to the council rather than a job you need to pay for. If the boundary is yours, it is yours regardless of who your neighbour is. No advance vehicle registration is needed for a car, unlike the county centres, but trade waste is not accepted at all and turning up in a van invites questions about where the waste came from.
The garden waste bin is not an option for fence panels in any case. Treated timber is not garden waste. The city subscription is also a shorter service than most people realise — it runs April to December only, fortnightly until October and then a single collection in November and one in December, with nothing at all from January to March. Fence Heights and Permission
Under permitted development in England you can generally build to 2 metres at a rear or side boundary without planning permission, but only 1 metre where the boundary fronts a highway — and a footpath running alongside a road counts. Aspley's estate layout puts a lot of open-plan front gardens and corner plots right on that boundary, so it is worth confirming before you settle on a height.
